According to Setanta Sports, Kenny Dalglish is keen on bringing in the 30-year-old French international.
While Liverpool is expected to pursue mainly young players, Malouda, who has just one year left on his contract, could potentially be plucked at value, and a bid of £8 million is being prepared. Malouda, though, is valued at upwards of £17 million, according to TransferMarkt.
The Frenchman scored 15 goals for Chelsea last season, though his assist total dropped from nine in 2009-10 to two in 2010-11.
