Retired soccer legend Pele voiced concerns Thursday about his home country and its ability to host the 2014 World Cup.

FIFA has urgently asked Brazil to approve a law establishing legal framework for the tournament. Pele claims the government knew of FIFA’s demands when it bid to host the tournament.

As the World Cup’s official ambassador in Brazil, Pele said he was surprised by some of the delays in the 12 host cities, which include the construction of stadiums, according to the AP. However, he also said he is confident his country will do what is necessary to finish on time.

On Monday, Brazil’s largest newspaper announced the country will spend an extra $410 million to expedite the construction. More workers are needed to to finalize the infastructure work to stadiums in time for the month-long tournament.
