Tim Tebow has performed best when the stakes are high, but he'll first have to come through when the stakes are low Sunday against the Steelers.

Otherwise, the Broncos plan to replace Tebow in the high-pressure situations in which he has thrived.

The Broncos plan to replace Tebow with Brady Quinn at least on third downs if Tebow struggles on early downs, FOX Sports' Jay Glazer reports. That's a huge shift in the game plan for the Broncos, who have stuck with Tebow despite their three-game losing streak to end the regular season.

The Broncos host the Steelers at 4:30 p.m. ET on CBS.
