The 52-year-old Borisov is second in the voting behind the Red Devils' striker. He has an outside shot of winning the survey because he can speak directly to the people in his role as Bulgaria's Prime Minister.
Borisov is the first amateur player — currently on the books at Vitosha Bistritsa — to be nominated for the award.
Berbatov led the English Premier League in goals last season with 20, but has fallen behind Wayne Rooney, Danny Wellbeck and Javier "Chicharito" Hernandez in the Man United depth chart. He has made just five league starts this this season and there are rumors he could leave the club he joined in 2008 for a record fee of £30.75 million ($47.6 million).
