Phelps was pulled over for going 84 mph in a 45 mph zone, according to a statement from the Maryland Transportation Authority. His blood alcohol content reportedly was twice the legal limit.

This is Phelps’ second DUI. He was arrested and given 18 months probation at the age of 19 after pleading guilty to drunken driving in 2004.
